They do not belong anywhere a person sleeps, changes, bathes, or talks privately with a caseworker. Intake and reception is the anchor position. It is where a person first arrives, frequently late at night, sometimes in crisis, sometimes after being turned away somewhere else, and it is where a staff member who may be working alone has to make decisions about beds, referrals, and program rules. Controlled storage and the exterior finish the plan. Medication storage, whether a nurse station, a locked med room, or a secured cabinet for guest-held prescriptions, needs a camera at the door with alerting after hours, both for accountability and to satisfy the documentation expectations of health partners and funders. Donation intake and supply rooms hold clothing, hygiene kits, food, bedding, and gift cards, and those rooms are opened constantly by staff and volunteers, so one doorway camera does more good than any lock. Outside, lighting and camera coverage work together: well-lit approaches, sidewalks, and the walk from parking to the front door reduce incidents on their own, and full-color low-light cameras on the building corners, the courtyard, the smoking area, and the rear service door give the overnight team eyes on the perimeter without sending anyone outside alone. Loading and dumpster areas need the same treatment, since those are the routine after-hours trouble spots at any facility. Coverage of the parking area and the block-facing approach also protects the relationship with surrounding neighbors and businesses, because a shelter that can review its own footage and answer a complaint factually is in a far better position than one relying on assumptions.
