A less than truckload cross dock exists to break freight apart and put it back together, and every one of those touches is an opportunity for a claim. A single shipment can come off an inbound trailer, sit on the dock floor for twenty minutes, get moved twice by different forklift operators, and load onto an outbound trailer bound for another terminal, all inside an hour and all under the responsibility of the carrier. When that shipment arrives at the consignee with a crushed corner, a missing carton, or a short pallet count, the operator has to determine where in that chain it happened, and memory cannot do it. Carriers hold cargo liability exposure on every bill of lading, and the practical defense against a damage or shortage claim is proof that the freight was counted, in good order, and sealed at a known time. A camera aimed at the dock plate and into the trailer interior at each door captures the load being built and the seal being applied or cut, which converts a disputed exception notation into a settled question. Gate coverage does the same job for the yard. A driver check in lane that records the tractor plate, the trailer number, and the seal condition on both entry and exit produces a defensible custody record for every unit that crosses the property line, and yard jockey movements recorded across the trailer rows explain how a given unit got from door to spot to gate. Shippers with security sensitive freight increasingly write coverage expectations into carrier agreements, and cargo underwriters price theft limits on gate control and recorded dock coverage. Terminal construction shapes the install more than most people expect. A cross dock is long and narrow with doors on both faces, sometimes running well over a quarter mile end to end, so copper Ethernet is exhausted before the design starts and the backbone becomes fiber out to intermediate closets spaced along the dock wall, each holding a PoE switch, surge protection, and a small uninterruptible supply. Dock coverage is one camera per door mounted inboard and aimed to hold the dock plate, the freight being handled, and the trailer interior together, which is a different aim point than a generic overview and the reason generic overviews fail claim disputes. Interior mounting is lift work coordinated around a floor that never fully stops, and cable rides in tray and rigid conduit along joist lines because a raised mast will eventually find anything draped. Dock level lighting is part of the video design rather than an afterthought, since a trailer interior is a dark box and cameras with strong low light performance or supplemental illumination are what make a carton label legible. The yard needs pole mounted long range optics on direct burial conduit covering trailer rows and jockey lanes, plate capture positioned at the gate throat where vehicles slow and straighten, and thermal or full color detection along the fence. Recorders belong on redundant storage in a conditioned room.
